istioctl is the command-line control utility shipped with Istio, the service mesh created to add traffic management, telemetry, and security to distributed applications without moving those concerns into each service's code. In package-manager terms, the formula packages the operator-facing edge of the much larger Istio project.

Istio was announced in 2017 after Google, IBM, and Lyft joined forces around a service-mesh model built on Envoy.
